Role Objectives

The Chief Engineer will be required to:

  • Provide day by day management to the technical team including but not limited to training, staff performance supervising and evaluating.
  • Arrange repairs and maintenance as instructed by the Property Manager or Assistant Property Manager relating to building finishes and operational services and to convey the same to the services department.
  • Regularly inspect the property to ensure that required standards of presentation, repairs and operations are being maintained and will ensure all sections of the overall property are visited on a daily basis.
  • Attend and supervise all building operations, including the use of public thoroughfares, common areas, access control, security procedures, cleaning, building maintenance, lift usage, tenant conditions and parking arrangements.
  • Work in close liaison with the Property Manager and provide any support that may be required.
  • Ensure that correct and safe work practices are carried out at all times on or in the property.
  • To monitor tenancy fit-out works and to supervise physical occupation by the tenants including the administering of building works conditions which are to be agreed prior to commencement.
  • To ensure the regularly monthly reading of all meters and submit the same to the Accounts Department on the 20th of each calendar month.
  • Any other duties and tasks as directed by the Property Manager and/or Assistant Property Manager.



  • To achieve excellence in preventive maintenance programs at site with highest standards and ensure energy conservation practices.
  • Assist the FM in managing M&E scope of the projects to ensure the quality and deliverables with in the stipulated time.
  • Assist in providing comprehensive facility, contract and procurement management for technical services to the client.
  • Contribute to achieving financial and other targets established by the Property/Asset Manager.
  • Achieve Key Performance Indicators and service level agreements targets.
  • Coordination for the day – to – day maintenance activities


  • Provide coverage for the Property/Asset Manager when the Property/Asset Manager is away.
  • Create the asset register of all equipment on Honeywell Gurgaon Site.
  • Plan and manage the budgets for Engineering & Operational contracts;
  • Support the facility manager in preparing the planned preventive maintenance schedules.
  • Support the facility manager in preparing the commercial terms and conditions as applicable to plant and equipment service providers.
  • Monitor & evaluate M&E vendor for services, statutory compliance
  • Prepare the job descriptions of all technical staff and support them ain their day today functions.
  • Support the facility manager in developing the standard operating procedures manuals.
  • Provide specialist advise to the technical team as and when required.
  • Carry out Technical Audits for all installations at periodical intervals;
  • Review stock levels of the required inventory of spares on site.
  • Analyse call outs to understand trends; undertake strategic initiatives to minimize the same.
  • Support the facility manager in preparing the contingency plan to deal with emergencies.
  • Advise the facility manger in preparing the future maintenance budgets.
  • Identify and implement energy conversation initiatives.
  • Support the facility manager in preparing the management reports.
  • Review of trend analysis to identify areas of service improvement.
  • Conduct performance assessment of technical vendors.
  • Support the facility manger in identifying training needs of the technical team.
  • Responsible for preparation of critical spares list for all installations as per manufacturer’s recommendations and plan for the inventory where the maintenance is carried out with in-house teams.
  • Implement and oversee the pre-emptive maintenance programme to reduce the risk of sudden failures of critical equipments.
  • To review the maintenance /service practices of M&E contracts to deliver quality work practices in line with the manufacturer recommendations.
  • Ensure Contractors follow the house rules at all times and the projects are handled with minimum inconvenience to the client.
  • To ensure E&M operational SLA reports are prepared as per the specified time and sent across.

A. Project Management

  • Planning and Co-ordination; Prepare / follow up constructs program
  • Undertake initial / existing co-ordination of all parties associated in the project
  • Creating and maintaining the overall program / schedule in consultation with the client.
  • Setting up Construction Supervision Procedures, SOP, etc.
  • Check Contractors’ detail drawings, handover site, set out, work, schedules, re-measure quantities, public and site safety
  • Set up and maintain record system to handle all contractors’ correspondence
  • Project interim / monthly and final payment certificates

B. Building Management

  • Manage the operation – technical (M&E), HVAC system / BMS system / Electrical / Utilities
  • Oversee work allocation, training and problem resolution; safety and environmental programs
  • Assist in long term operating plans, project for fuel, electricity usage, equipment deployment, personnel allocation and maintenance plans.
  • Oversee renovation works, day-to-day division activities, confirm if to fiscal budgetary, and planning objectives.
  • Creating daily / weekly / monthly report as required

Key Performance Indicators

Person Specification

  • Graduate engineer in electrical / mechanical discipline
  • 5 – 10 years experience in Property/Asset management
  • Tertiary qualifications in building management and/or business desirable
  • Proven ability to handle electrical & mechanical functions effectively
  • Proven ability to initiate and follow through with energy saving measures
